With those competences these governments would be able to take decisions, make public policy and innovate its formulation. Those elements were necessary to compete in a global economy. Nevertheless, in moments of global economic and security crisis the federal government tends to centralize power. In this context, I study in this article what is competitive federalism, and I seek to answer the question: which competitive elements survive the centralization of power. With these concepts I analyze the local legal framework in Spain. I conclude that only with the inclusion of competitive elements it is possible to equilibrate the power among the State, the regions, and the local governments.
