Sumario: This paper gives an account of a research Project: BICENTENARIO DE LA CONSTITUCION EN COLOMBIA that involves universities: Medellín, Libre of Bogotá, Militar Nueva Granada, Manizales. This chapter refers to participation in the bicentennial of the Constitution’s case of 1886 in an effort to understand how participation has been historically constructed and how it has become evident in social and citizens practices of our country. To gather information, comparative study and literature review has benn used. The study concludes that public participation along the bicentennial’s constitutions and in case of 1886 it focused on the census-vote, without the citizen as such would have some impact on decision making, compared with the constitution 1991 that since its inception has helped outline a different interaction of its citizens, not only among themselves, but against the State, namely: a more independent citizen, making requests in line with the rights and duties that accompany it.
