AB  - The development plan is one of the mechanisms through which active public
finances. Their design is of keynesian origin (the �indicative plans�) and its
financing also finds in this theory its sustenance, especially when it is financed
through public deficit. South Korea, a country that had a level of similar
development to that of Colombia toward 1960, started from that time consistent
development plans that would have allowed transforming to its economy into a
power of half level in the world.
