As a result, EU has elaborated European mechanisms and collaboration politics, which are characterized by their «transversal» and «preventive» character. All of them are orientated to establish an area of stability around Europe. The objective is to build not only a political and economical dialogue, but also social, cultural and human channels of communication with third countries in other to create a common area of security and stability. The European Neighborhood Politics -inside the ENPI program- and the Euro Mediterranean Association (a.k.a. Barcelona Process) have got an important role in the developing process of European politics of integration on this matter. Both of them, ENP and Barcelona Process, had been studied in this paper.Los diversos factores que inciden en el fenómeno de la inmigración sitúan a la Unión Europea ante una profunda reflexión sobre sus posibilidades de intervención en esta materia, lo que ha conducido a la creación de mecanismos y políticas de cooperación europea caracterizadas por su carácter �transversal� y �preventivo�que pretenden crear una zona de estabilidad en torno a Europa. El objetivo consiste pues constituir un diálogo político y económico, pero también social, cultural y humano con terceros países para crear un espacio común de seguridad y estabilidad.
