AB  - The aim of this article is to expose the regulating frame of State
employment in two different countries: Spain and Mexico, both immersed in recent or
next legislative changes. It's time to approach the analysis of the actual legal frame,
studying some specific items, like their fundamental rights, their social protection and
the arrangement of the working time in the Public Administration.
