It will be concluded that both of them are caused by a set of relevant factors not only to be found in the management of the judges, but have multiple origins that must be considered when analysing and proposing strategies to fight this endemic problem of our administration of justice.À partir de l�inquiétude produite par la perception négative croissante que les citoyens en général ont de l�administration de justice, en raison de l�inefficacité pour résoudre les conflits juridiques, cet article étudie les causes possibles, notamment de la congestion et du retard judiciaire, selon les diagnostics effectués par la Presidencia de la República et el Consejo Superior de la Judicatura. On conclura que toutes les deux sont imputables à un ensemble de facteurs qui ne se trouvent pas seulement dans la gestion elle-même des bureaux judiciaires, mais ont de multiples origines qu�il est nécessaire de considérer au moment d�analyser et proposer des stratégies pour combattre ce problème endémique que souffre notre administration de justice.A partir de la inquietud generada por la creciente percepción negativa que tienen los ciudadanos en general de la administración de justicia, en razón de la ineficiencia para resolver los conflictos jurídicos, se indaga en este artículo por las posibles causas, especialmente de la congestión y la mora judicial, según los diagnósticos realizados por la Presidencia de la República y el Consejo Superior de la Judicatura.
