With a relative rapidity, a political administrative system, new as a whole, was set up, being in force until 1813.La Constitución napoleónica, en vigor desde julio de 1808, suponía teóricamente la desaparición de los ordenamientos jurídicos vascos. Los primeros pasos del régimen josefino no eliminan ni el Derecho ni las instituciones de gobierno. Pero en febrero de 1810 la situación toma un giro distinto. Se constituyen dos Gobiernos, el de Navarra y el de Bizkaia, cada uno con un General Gobernador bajo la autoridad directa de Napoleón.
