Summary: This research studies two relevant aspects for the economic constitution: the financial and budgetary matters of the European Union. The study of these aspects, inherently related to economy of the European Union, allows carrying out an opinion of continuity to original proposals, the ones, that were included in the European Constitution, and those which have been under debate after the revision process. From the Maastricht Treaty until now, Public Accounts Rules moves inside the field of the stability agreement and the budgetary discipline. For the analysis of these matters, this research studies the significance of the Member States budgetary obligations, defined by European Union, EU Budget and Financial Autonomy of the Union; in order to prove the relationship between them.
